Hong Kong rejects China and wants to be an independent country because they used to be under Britain. Taiwan was established by the Chinese who wanted democracy and escaped the communist China. So they can't really be considered China but it happened not too long ago so it's ambiguous not to call them China, either. That's why all Chinese people say Taiwan is China and Taiwanese people say they're not.
